can this be used to clean stainless steel fresh water tank?
No, Sew Clean should not be used in a potable water system - it is meant for black water systems (sewage) only. Trac Ecological makes PSR for fresh water tank cleaning - it can be found here:

While this product is technically non-toxic, I wouldn't use it to clean a fresh water tank. It is designed to break down uric acid scale which you're not likely to find in a water tank. I'd look at doing a chlorine shock treatment in your fresh water tank if you think anything is growing in it.
