The International Maritime Quarantine Flag is sometimes called the "Yellow Jack", which was originally the name for Yellow Feaver. This flag is used to symbolize disease in both ships and ports. The color yellow has a longer historical precedent, as a color used for marking the houses of the infected.
The black and yellow "Lima" flag should not be confused with the all yellow "Quebec" signal flag (formerly used as the Maritime Quarantine Flag). The all yellow "Quebec" flag now has the opposite meaning. It is used to signal that a vessel is free of disease and is requesting boarding for inspection by Port Control, for the purpose of granting a "Free Pratique". Once the local authorities have determined that the vessel's health problems have been resolved the "Lima" flag is removed and replace with the solid yellow "Quebec" signal flag.
Quarantine guidelines are provided by the World Health Organization (WHO), but implementation is left to the discretion of individual nations. In the United States individual states and local communities have broad powers to require a vessel to undertake certain sanitary measures and to exercise various controls over all persons on board to prevent the spread of infectious diseases to the local populace.
